Finally, after ~3 months the constantly high CPU issue is gone, as well as the consequential random shut downs of the laptop due to overheating. I uninstalled the application, just installed the antivirus component and I have been unable to reproduce the problem. I doubt everyone who has this issue will find the same application the Sysinternals tools. However, I notice that explorer (at least in my case) only pegs one core at 100% while: 1) I have focus put on explorer.exe, and 2) The 'my computer' in folder weblink Downloaded ProcessExplorer and ProcessMonitor.

Simple solution. In my case (with 25% usage and 4CPU's), I first stopped the wuauserv WindowsUpdate service and noticed 0% CPU. Close Task manager, and CPU usage immediately returns to 30-40%.I have ESET smart security as antivirus(registered and up to date). Most people with this problem simply assume they need to upgrade because their PC is running slow.
